Classified Investment Briefing: Saturday 26 September 2026

Overview

Two days after the Senate sank the CLARITY Act, the SEC went ahead and opened the door to tokenised stocks without it.

Paul Atkins’ SEC issued its “Innovation Exemption” on 17 September, letting tokenised US stocks trade on-chain for five years without the usual exchange registration.

Early-Stage Crypto Investor UK named four coins to own because of it.

The Fed’s quarter-point hike didn’t knock anything over either, with stocks dipping on the day and rallying hard the next.

True Alpha UK opened a speculative options trade on drone maker Draganfly. Altucher’s Investment Network UK explains why Monday’s Starship launch matters more to AST SpaceMobile than to SpaceX.

Remember, this digest is a summary. Read the full alerts before making any trading decisions.

Buy alert: a new Blue Spike just lit up on Washington’s next target

Major Brief

Draganfly (Nasdaq: DPRO) has built drones for more than 25 years, and US military units have already selected them.

Its NDAA-compliant line is the kind the US government is allowed to buy.

Share sales to fund research dragged the stock down, and the whole business is now valued at around $210 million, which a big defence contractor would barely notice.

The Blue Spike indicator fired on DPRO again and again in early August. That’s the footprint big institutions leave when they start building a position.

What’s it worth in a buyout? James and the team put a possible price near $10.60, January’s short-term high.

At that price, the calls would be worth at least $3.10, a 425% gain on a $0.59 entry.

Nobody has made an offer, though, and at about $5.54, DPRO needs a 35% climb to reach the strike and 46% to break even.

Draganfly still loses money and may sell shares again. These calls can also expire worthless.

Action / Outlook

Buy the Draganfly (Nasdaq: DPRO) 15 January 2027 $7.50 calls up to $0.70, using the symbol DPRO270115C00007500.

This is the highest level of speculative recommendation, so keep it small, buy in pairs, and don’t chase above $0.70.

Why a 204x rise in price isn’t that unrealistic

Major Brief

Venice Token (VVV) is up about 1,000% and holding around $32, and the target is another 5x from here.

That’s a $7.5 billion market cap, or $156.15, about a 5,398% return.

Fren Pet is up 228% at $5.50, and its $39 million market cap is where Axie Infinity sat in January 2021.

Axie went on to top $10 billion by that November, and an $8 billion target for Fren Pet means about 204x from here, with no guarantee.

Layer Zero (ZRO) doubled in a month and sits at a 26% loss. Aave (AAVE) is up from $85 to over $140 and still 32% down.

The bigger story came out of Washington, where the CLARITY Act failed 49 to 50 on 15 September.

Two days later, the SEC switched off exchange and dealer registration for tokenised stock venues and their liquidity providers for five years.

So who walks through that door? Chris names four coins that sit right where the money lands.

Chainlink (LINK) runs price feeds for xStocks, Coinbase’s Base stocks and Robinhood Chain. Aerodrome (AERO) is the exchange where Coinbase’s tokenised stocks trade.

Solana (SOL) holds most of the xStocks money, with tokenised stock supply at a record near $684 million.

Pendle (PENDLE) now runs yield markets on Nvidia and Pfizer dividends.

Action / Outlook

Fresh money buys this month: Chainlink (LINK), Aerodrome (AERO), Solana (SOL) and Pendle (PENDLE), with no buy limits set.

Stick with all existing positions, and note the Venice Token target of $156.15.

ELONgate: Where bigger is better

Major Brief

Starship Flight 14 is now set for Monday 28 September, pending FAA sign-off, as SpaceX’s first try at a stable orbit.

It carries 26 Starlink V3 satellites that can’t fly on anything but Starship. Elon is stuck behind the width of his own rocket.

Bezos has it worse. Amazon’s FCC licence needed 1,618 satellites up by 30 July, and it has roughly 336.

On top of that, a booster blast in May wrecked the New Glenn pad it needs.

AST SpaceMobile (Nasdaq: ASTS) isn’t waiting on anyone because three of its BlueBirds fit inside a Falcon 9.

All 12 in orbit flew that way, and the target is about 45 by the first quarter of next year.

Its giant antennas carry three businesses: broadband to ordinary phones, government radar and, from satellites 47 and 48, AI compute in orbit.

A New Glenn could carry eight BlueBirds instead of three, so wider rockets are pure upside.

Action / Outlook

No new trade instruction, as ASTS is already in the portfolio and Monday’s launch is the next catalyst to watch.

Microcap Millionaire UK

Rates hike, stocks dip, stocks rise and we’re ready to move

Major Brief

Chris Cimorelli wrote a short note from a plane over the Atlantic, on the way to a retreat in France.

Last week’s Fed hike was the big news for microcaps. Investors took it in stride, as stocks dipped on Wednesday then rose sharply on Thursday.

In 2022, the Fed fought inflation at a 40-year high, but today it’s barely over 3%.

Chris sees another hike in October or December as likely, but not a big threat.

The Iran War is the bigger drag, capping how high stocks can climb, and when it ends, Chris reckons they’ll fly.

Action / Outlook

There’s no new trade instruction, but Chris suggests revisiting the note from a fortnight ago on the portfolio’s crypto-adjacent positions, as he likes how that market is trending.

Closing Notes

Last week, the market proved it could take a hit. This week, it started moving.

The SEC opened a door between Wall Street and the blockchain, and the Fed’s hike is already old news.

There’s one new trade on the book, and it’s the most speculative kind we run, so keep it small.

Until next week.
